ANNUAL WASTES REPORTING – COA

 

It is that time of year again for Environmental reporting, the Federal COA must be presented by June 30, 2017 for 2016.

COA – (Cédula de Operación Anual)

What is the Federal COA? Who is obligated for this reporting?

 

ATMOSHPERIC EMISSIONS

When an establishment is a Stationary Source of Atmospheric Emissions under Federal jurisdiction. *See Article 111 Bis, paragraph 2 of the LGEEPA,
“For the purposes referred to in this Law, stationary sources under Federal jurisdiction are considered to be, the chemical, petroleum and petrochemical industries, the industries related to paint and dye, automobile, cellulose and paper, metallurgical, glass, generation of electrical energy, asbestos, cement and limestone and treatment of hazardous wastes.”
… and are on the list of subsectors established in *articles 17 Bis and 21 of the Regulation of the LGEEPA in matters of Prevention and Control of the Contamination of the Atmosphere.
 

 

 

WATER

If your establishment discharges wastewaters into bodies of water that are national waters (rivers, seas, ravines, etc.)

*Article 9 of the Regulation of the LGEEPA in matters of Recording of Emissions and Transfer of Contaminants.

 

HAZARDOUS WASTES

 

When your company generates more than 10 tons or more of hazardous wastes per year. *(RLGPGIR) Regulation of the General Law for the Prevention and Integral Management of Wastes in Article 72.

“Article 72. The large generators of hazardous wastes must present annually to SEMARNAT a report using the Annual Operating Certificate, in which they will provide:”
 

 

HANDLING OF HAZARDOUS WASTES

If your company activity is the provision of services for the handling of hazardous wastes: reuse, collection centers, recycling, co-processing, incineration, treatment, treatment by deep injection, treatment of contaminated soils, installations for final disposal, and transport. *RLGPGIR Art. 72.

 

EMISSION OF 25,000 TONS OR MORE OF CARBON

If your company issues 25,000 tons of greenhouse gases to the atmosphere and belongs to one of the sectors and subsectors established in articles 3 and 4 of the Regulation of the General Law of Climate Changes in matters of National Recording of Emissions (Reg of the LGCC).

 

(Energy, industry, transport, agricultural/livestock, wastes and commerce and services, you must report direct and indirect emissions of greenhouse gases from all your installations. *Art of the General Law of Climate Change.
