1. Objective and field of application

El objetivo de la presente Norma Oficial Mexicana es establecer las características, criterios, procedimientos y contenido del Manual de Despacho para concesionarios y permisionarios de transporte aéreo de servicio al público, así como para personas morales que prestan el servicio de despacho o despacho y control de vuelos, a fin de contar  con  la  información  necesaria  y  vigente  de  las  limitaciones  y  políticas  de operación de la empresa, que permitan garantizar la seguridad de las operaciones aéreas y proteger las vías generales de comunicación.

The objective of this Official Mexican Standard is to establish the characteristics, criteria, procedures and contents of the Dispatch Manual for concession holders and permit holders of air transport with service to the public, as well as for companies that render dispatch service or dispatch and flight control, for the purpose of having the information necessary and current of the limitations and policies of operation of the company, that permit guaranteeing the safety of the air operations and protecting the general routes of communication.
