This is a major reform which in addition to the responsibility
for the oversight to this law by the SICT (Secretary of
Infrastructure, Communications and Transportation), the
Secretary of the Navy, and COFEPRIS (Dept of SEMARNAT) now have
shared responsibility for the oversight to this law. There are
new reporting requirements.
