La presente Norma Oficial Mexicana se ha elaborado para que la industria mexicana tenga un lineamiento de seguridad acerca de válvulas de relevo de presión, para terminar con las malas interpretaciones, ambigüedades y mal uso de las normas internacionales escritas en idiomas ajenos al español, y que ponen en peligro nuestro bienestar.

This Official Mexican Standard has been prepared so that Mexican industry may have a safety guideline for pressure relief valves, in order to put an end to misunderstandings, ambiguities and misuse of international standards written in languages ​​other than Spanish, and that endanger our well-being.

La normatividad que regula los productos es imprescindible, debido a que es el filtro para proporcionar seguridad a los consumidores del país.

The legislation that regulates products is essential, because it is the filter to provide safety to the consumers of the country.

Con la aplicación de la presente Norma se coadyuva a que los productos importados, así como la industria mexicana fabrique y adquiera válvulas de relevo de presión que cuenten con la seguridad necesaria para el usuario.

With the application of this Standard, it coordinates imported products, as well as Mexican industry, to manufacture and acquire pressure relief valves that have the necessary safety for the user.

La industria mexicana requiere mayor interés en las válvulas, ya que representan una considerable inversión en sus plantas, y ocupan un renglón importante en los gastos de mantenimiento.

The Mexican industry requires greater interest in the valves, since they represent a considerable investment in their plants, and occupy an important line in the maintenance costs.

En la industria petrolera a nivel mundial, la inversión para una planta nueva representa aproximadamente un 8% del gasto total en tuberías y válvulas, y el 10% del presupuesto global para mantenimiento es destinado a la compra de partes de repuesto.[1]

In the oil industry worldwide, the investment for a new plant represents approximately 8% of the total cost in pipes and valves, and 10% of the global budget for maintenance is designated for the purchase of spare parts. See footnote 2.

Las válvulas de relevo de presión son dispositivos que deben de cumplir con un alto grado de requisitos de seguridad, lo cual implica que deban ser productos de alta confiabilidad, y esto se obtiene cuando se cumple con los lineamientos técnicos que aplican en su seleccionamiento, instalación, diseño, materiales, fabricación, uso y mantenimiento.

The pressure relief valves are devices that must comply with a high degree of safety requirements, which implies that they must be products of high reliability, and this is obtained when the technical guidelines that apply in their selection, installation, design, materials, manufacture, use and maintenance are compliant.

La importancia de la seguridad en este producto redunda en una operación confiable del sistema que protege, dando por resultado, la continuidad de la productividad, la protección de las instalaciones, la seguridad de vidas humanas y la conservación del medio ambiente.

Estos equipos constituyen el último dispositivo de seguridad, que actúan en una situación de emergencia para evitar que una sobrepresión origine una catástrofe.

Debido a lo anterior, las válvulas de relevo de presión son frecuentemente señaladas como los silenciosos centinelas de la industria. El término "válvula de relevo de presión o válvula de escape" es preciso y se utiliza para denominar indistintamente a las válvulas de seguridad, válvulas de alivio, válvulas de seguridad-alivio y válvulas operadas por piloto.

Due to the above, pressure relief valves are often referred to as the silent sentinels of the industry. The term "pressure relief valve or exhaust valve" is precise and is used to refer to safety valves, relief valves, safety-relief valves and pilot-operated valves interchangeably.

Para algunas personas, las válvulas de relevo de presión son muy complicadas, primeramente porque no le prestan la debida atención, pues al estar colocadas en la parte más alta de un sistema presurizado y sin hacer nada, aparentemente, se ha relegado su importancia. Lo que no toman en cuenta es que las válvulas de relevo de presión están ahí para actuar únicamente en el caso de que el sistema presurizado que se está protegiendo genere una sobrepresión indebida. Sólo entonces se espera que la válvula de relevo de presión desaloje o releve el exceso de presión en el sistema, regresando las cosas a la normalidad.

For some people, pressure relief valves are very complicated, firstly because they do not pay adequate attention, because they are placed in the highest part of a pressurized system and do nothing, apparently, their importance has been relegated. What they do not take into account is that the pressure relief valves are there to act only in case the pressurized system that is being protected generates an undue overpressure. Only then is it expected that the pressure relief valve dislodges or relieves the excess pressure in the system, returning things to normal.

Una válvula de relevo de presión es algo parecido a un extinguidor. ¿Qué pasaría si de repente empieza un incendio en su automóvil?, usted corre a tomar el extinguidor esperando que funcione y si esto no llegara a suceder, seguramente en ese momento usted desearía conocer ampliamente el funcionamiento del extinguidor, lamentando el no haber tenido el cuidado necesario para verificar el funcionamiento y mantenimiento adecuado que requieren los dispositivos de seguridad. Un extinguidor y una válvula de relevo de presión son más o menos lo mismo, pues en el caso de que se presente una sobrepresión gradual o súbita en el sistema se espera que este dispositivo de seguridad haga su trabajo.

A pressure relief valve is something like an extinguisher. What would happen if a fire suddenly starts in your car? You run to take the extinguisher hoping that it works and if this does not happen, surely at that moment you would want to know fully how to operate the extinguisher, regretting not having taken the necessary care to verify the proper functioning and maintenance required by safety devices. An extinguisher and a pressure relief valve are more or less the same, because in the event that there is a gradual or sudden overpressure in the system it is hoped that this safety device will do its job.

De todo lo anterior, podemos deducir que las válvulas de relevo de presión son dispositivos que deben estar ampliamente reglamentados, debido a que son muchas las cosas que suceden en su interior y normalmente poco sabemos de ellas, pues todo lo que pedimos es que funcionen cuando las cosas anden mal. Es entonces cuando entra en juego la necesidad de que existan severas normas de seguridad.

From all the above, we can deduce that pressure relief valves are devices that must be widely regulated, because there are many things that happen in the interior and normally we know little about them, because all we ask is that they work when things go wrong. This is when there is the necessity to enter into play serious safety standards.

Debe tenerse en cuenta que la fabricación y funcionamiento tanto de recipientes a presión como de ciertos dispositivos de relevo de presión forman parte de los productos regulados bajo los más estrictos requisitos de seguridad en el mundo, por lo que el usuario, el comprador, las dependencias e instituciones oficiales, las compañías aseguradoras, etc., deben familiarizarse con esta Norma, para responder a preguntas tales como: ¿Qué es una válvula de relevo de presión?, ¿Dónde puedo obtener información?,
¿Por qué es necesario conocer a fondo este tipo de válvulas?, ¿Dónde voy a usar esta clase de información?, etc. Así mismo, esta Norma constituye la reglamentación mexicana a un producto tan importante para nuestra seguridad como país.

It should be noted that the manufacture and operation of both pressure vessels and certain pressure relief devices are among the products regulated under the strictest safety requirements in the world, so the user, the buyer, the official departments and institutions, insurance companies, etc., should familiarize themselves with this Standard, in order to answer questions such as: What is a pressure relief valve? Where can I obtain information? Why is it necessary to know this type of valves in depth? Where will I use this kind of information? Likewise, this Standard constitutes the Mexican regulatory instrument for such an important product for our safety as a country.
